Decentralised power: Cities rethinking the future of energy in Ukraine and beyond
Following the unprovoked Russian invasion of Ukraine, cities and regions in the country have been facing a protracted, deadly, and destructive war, which has led deep wounds in Ukrainian territory. Both in Ukraine and elsewhere in Europe, energy systems are being rethought to suit a new energy landscape that enhances energy security. Local, national and regional governments in Ukraine play a crucial role in ensuring, to the extent possible, deeper resilience of existing local infrastructure and city planning by focusing on developing decentralised energy solutions, as well to plan for fast and just reconstruction for the aftermath of the war. The Covenant of Mayors, together with the European Committee of the Regions, under the umbrella of the Alliance of Cities and Regions for the Reconstruction of Ukraine aim at supporting Ukrainian local governments in this energy transition, while also reflecting on the consequences of the invasion in the wider European territory, and how this will affect developments in energy planning in the near term. participants of the Alliance for Reconstruction of Ukraine, as well as the Eurocities pilot project ‘Sustainable rebuilding of Ukrainian cities’ will provide inputs and reflections with a longer-term view. The event will be organised in the form of a panel discussion, with one moderator from EU institutions and a panel composed by experts and high-level city representatives from Ukraine and other covenants; a panel discussion will focus on the challenges that Ukrainian cities are currently facing in energy planning, with a focus on strengthening both short and long-term energy needs and infrastructures, as well as identified longer term solutions for resilient, just and sustainable energy systems. Experts from city networks, as well as high-level representatives from Covenant – Europe and other Covenant signatories will participate and provide potential case studies for decentralised solutions for energy, climate and adaptation that can benefit the Ukrainian case.
