Francis Mwangi is an Environmental Expert/Senior Planning Officer at Kenya Civil Aviation Authority (KCAA), ICAO CAEP Member for Kenya, and Vice Chairperson of CAEP. Francis is an environmental expert who has been extensively involved in the development and implementation of Kenya Aviation Action Plan on CO2 gas reduction, which was submitted to the International Civil Aviation Organization (ICAO) in December 2015 and September 2022. He has actively participated in High Level ICAO environmental meetings/seminars and workshops in Montreal Canada and Germany. He has extensive knowledge and experience on environment and Economics matters on transport matters and Aviation industry for over 17 years where he has specialized on Policy development, Planning, Aviation Statistics modeling, Strategic Planning, Environment and Climate Change Matter in Kenya. He has participated in eight high level negotiations meeting under Conference of Parties (COP) under UNFCCC representing Kenya as a party delegate and key negotiator on methodological issues under the convention and Article Six of the Paris Agreements. Francis has also participated in the preparation of International Civil Aviation Organization (ICAO) Environmental Working Papers for Kenya and African Civil Aviation Commission (AFCAC) as a Chairperson.
