Felipe De León Denegri (he/him) is an assistant policy researcher at RAND and a Ph.D. candidate in the Community-Partnered Policy and Action stream at Pardee RAND Graduate School. He has a B.S. in industrial engineering from Universidad Latina de Costa Rica. Prior to joining Pardee RAND, he was an international climate change consultant specializing in just decarbonization policy, climate action monitoring, reporting and verification and transparency system design, and applying carbon pricing instruments to climate change mitigation efforts. For more than 15 years, he has worked on climate change projects in over a dozen countries, most recently focusing on the development of Costa Rica's decarbonization plans and policies, its National Climate Change Metrics System, and its climate action modeling efforts. He also served as negotiator for Costa Rica and carbon markets negotiations coordinator for the AILAC negotiation group under the United Nations Framework Convention on Climate Change (UNFCCC) from 2015-2022. His research interests include climate action and policy, connecting community action with national and international policy, strengthening democracy and democratic institutions, and social, environmental, and intergenerational justice.
