From December 2017 until March 2021 he held the position of Director of Integration, Access and Energy Security of the Latin American Energy Organization (OLADE) and is currently the Director of Studies, Projects and Information of the organization. He is a senior professor at the National Polytechnic School of Quito-Ecuador, with 39 years of teaching and more than 40 research papers. He was Minister of Electricity and Renewable Energy, Vice-Minister of Energy, Undersecretary of Project Management and Undersecretary of Planning in the Republic of Ecuador.
